Rates mentioned in web material subject to change On October 1, 2007, Otter Tail Power Company submitted a proposal to the Minnesota Public Utilities Commission (MPUC) to increase base rates for electric service in Minnesota for the first time since 1986. On November 27, 2007, the MPUC approved our request to increase rates by approximately 5.4 percent—over what customers paid in 2006, including the cost-of-energy adjustment—on an interim, or temporary, basis beginning November 30, 2007. The proposed interim rate increase will remain in effect until the MPUC decides the case in August 2008. Information reported on this web site does not reflect interim or final rate increases. We will update all rate information after the MPUC makes its final decision. |
| Standard residential rate (codes 101, 109, 121, 129, 201, 209, 221, 229) These are standard noncontrolled rates applied to most household electrical usage and are subject to cost-of-energy adjustments. |

| Standard residential rate with water heating credit (codes 111, 119, 211, 219, 231, 239) Minnesota and North Dakota customers with direct control water heating, which has a radio control box installed instead of a separate meter, receive a $2 credit each month. South Dakota customers with direct control water heating receive a $3 credit each month. |

| Off-peak water heating (code 191) This rate applies to water heaters that are metered separately, and that Otter Tail Power Company can control up to 14 hours a day. This rate is subject to cost-of-energy adjustments. |

| Off-peak thermal storage (rate code 197) This is for permanently connected, deferred loads—that is, a controlled load without a backup heating system. These loads primarily are thermal storage, such as underfloor heating or central storage furnaces, and may be controlled up to 14 hours a day. These rates are subject to cost-of-energy adjustments. |

| Dual fuel - electric portion (code 190) This is for permanently connected interruptible heating loads of less than 80 kilowatts with an alternate fuel backup system. Water heaters may also be included on this rate. Heating loads can be controlled up to 24 hours a day, and water heating loads can be controlled up to 14 hours a day. Cost-of-energy adjustments do not apply to dual fuel rates at the present time. |

| RDC - Residential Demand Control (rate code 241) This rate is available to customers with approved demand-control systems and applies to lighting, heating, water heating, cooking, refrigeration, air-conditioning, and other general uses of electricity. The demand charge measured in kilowatts, is based on a customer's highest one-hour winter peak demand rating during a control period in the most recent 12 months. Service can be controlled up to 14 hours a day. These rates are subject to cost-of-energy adjustments. |

| Fixed time of delivery service (rate code 301) This is for permanently connected deferred loads of less than 100 kW, primarily thermal storage space heating or other approved loads. The customer will receive electric service from 11:00 p.m. until 7:00 a.m. each day. In all other hours, the customer's load will be controlled. Cost-of-energy adjustments do not apply. |
