Interconnection
for transmission generators
If you are not an Otter Tail Power Company customer and intend to interconnect to Otter Tail Power Company's transmission system (41.6 kv and above), you may contact JoAnn Thompson, Tariff Engineer, 218-739-8594 with questions about interconnecting to the Otter Tail Power Company electric system.
Interconnection processes:
1. If you interconnect to Otter Tail Power Company's high-voltage transmission system (100 kv and above) you must submit a request to the Midwest Independent Transmission System Operator, Inc. (Midwest ISO or MISO) and must follow the Midwest ISO's generator interconnection procedures.
2. If you interconnect to Otter Tail Power Company's subtransmission system (41.6 kv– 100 kv), and you intend to sell the output, you must submit a request to the Midwest ISO and must follow the Midwest ISO's generator interconnection procedures.
In addition to the procedures noted above, an interconnection customer will be required to abide by Otter Tail Power Company's technical guidelines provided in the technical handbook. The technical handbook outlines the technical requirements when interconnecting a generator, tie-line, or substation to Otter Tail Power Company's electric system.
Transmission service on Otter Tail Power Company's transmission system is a separate but parallel process to making a generator interconnection. Transmission service may be requested in accordance with the provisions of the Midwest Independent Transmission System Operator's (MISO's) Open Access Transmission and Energy Markets Tariff (TEMT).
Control Area Services and Operations Tariff (CASOT)
Otter Tail Power Company, as the control area operator, provides control area services for customers and transactions into, within, or out of the Otter Tail Control Area. These services are provided under the Midwest ISO Open Access Transmission and Energy Markets Tariff and to other customers under the CASOT. Control area services are the required ancillary services and optional services necessary to support the transmission of capacity and energy from generating units to loads and to maintain reliability within and among affected control areas. The customer shall purchase or provide for ancillary control area services as required and may purchase optional control area services as outlined in the CASOT. The available control area services are:
Schedule 1 - Scheduling, system control, and dispatch service
Schedule 2 - Reactive power supply from generation sources service
Schedule 3A - Load regulation and frequency response service
Schedule 3B - Generator regulation and frequency response service
Schedule 4B - Generator backup supply service
Schedule 5 - Operating reserve - spinning reserve service
Schedule 6 - Operating reserve - supplemental reserve service
Schedule 9A - Dynamic scheduling service
Schedule 9B - Short-interval scheduling service
If there is a conflict between the requirements identified in the CASOT and those of the Midwest ISO, the Midwest ISO's shall be the controlling requirements.
