Energy Efficiency Plan - for South Dakota customers

Proposed - awaiting approval from SD PUC

Otter Tail Power Company has proposed and is awaiting Public Utility Commission approval to launch a full portfolio of energy efficiency programs in South Dakota. The following programs were filed but are subject to Commission approval.

Commercial and industrial programs

Lighting - The Lighting Project provides rebates to commercial and industrial customers for the purchase of energy-efficient lighting technologies such as Hi-bay T8 lamps, compact fluorescent fixtures and lamps, T8 lamps and ballasts, metal halide lamps and fixtures, exiting lighting, motion sensors and HPS to pulse start metal halide. Rebates for most hard-wired systems are $.20 per watt of demand reduction. Screw-in compact fluorescent rebates are $.05 per watt of demand reduction. Certain program guidelines and limitations do apply.

Motors - The Energy-Efficient Motor Rebate Project is designed to encourage customers to purchase higher efficiency replacement motors.

The qualifying efficiencies are based on motor horsepower and NEMA Premium Efficiency program standards. The NEMA Premium Efficiency program aims to standardize the values industry-wide of premium efficiency motors. Rebates vary with motor size.

Financing - The Customer Financing Project is designed to provide low interest loans for energy-efficiency improvement projects that are currently included in our Conservation Improvement Program. These improvements include, but would not be limited to, lighting, motors, variable speed drives, process improvements, and heat pumps. For EEP rebate projects, such as Lighting and Geothermal Heat Pumps, customers can choose between low-interest financing OR a rebate. 2008 rate is 2.9%

Non-CIP financing is available at a rate of 7.9%

Grants - The Commercial and Industrial Grant Project offers customized incentives to commercial and industrial customers for conservation and efficiency improvements. These are handled on a case-by-case basis.

Air source heat pumps - The Air Source Heat Pump Project targets commercial customers currently using or considering the installation of less efficient resistance electric heating and cooling systems by offering rebates for replacing low-efficiency electric-heating systems with higher-efficiency heat pumps or purchasing high-efficiency equipment for first-time retrofit or new construction installations.

The 2008 customer incentive of $12 per 1,000 heating Btu is available on air-source heat pumps labeled as Energy star system or that show proof of the following ratings:

Split-system installations must be rated with a minimum SEER (seasonal energy efficiency rating) of 14, a HSPF (heating season performance factor) of 8.2, and a 11.5 EER (energy efficiency ratio) can qualify for a rebate of $12 per 1,000 heating Btu.

Package Terminal Heat Pump installations must be rated with a minimum SEER (seasonal energy efficiency rating) of 14, a HSPF (heating season performance factor) of 8.0, and an 11.0 EER (energy efficiency ratio) can qualify for a rebate of $12 per 1,000 heating Btu.

Geothermal heat pumps - The Geothermal Heat Pump Project capitalizes on a renewable technology and targets commercial customers currently using or considering the installation of less efficient resistance electric heating and cooling systems.

The project offers rebates for replacing low-efficiency electric-heating systems with higher-efficiency geothermal heat pumps or purchasing high-efficiency geothermal heat pumps for first-time retrofit or new construction installations.

The 2008 customer incentive of $18 per 1,000 Btu is available for open- or closed-loop geothermal heat pumps labeled as Energy Star systems or that show proof of the following ratings:

Both multiple and single-unit system installations must be rated with a minimum COP (coefficient of performance) of 3.3 to qualify for a rebate of $18 per 1,000 heating Btu.

Residential programs

Air conditioning control (Cool Savings) - This program offers customers a $5 per month credit for four summer months. During these months the Company may cycle (15 minutes off/15 minutes on) their central air conditioners during peak periods. Other utilities' program evaluation as well as Otter Tail Power Company's results have found that most direct load control customers are not aware of their air conditioners being cycled, so cycling their units does not normally inconvenience them.

Hot pack - Customers that install an electric water heater will receive a Hot Pack kit. The kit consists of a low flow showerhead, 2 faucet aerators, water heater pipe wrap and a flow bag.

Change a Light, Change the World - The project is aimed to increase the market share for Energy Star qualified compact fluorescent lamps (CFLs) while educating both consumers and retailers about the benefits of CFLs. Rebates will be offered. Program typically starts October 1 and runs through November 30.

Air source heat pump - The Air Source Heat Pump Project targets residential customers currently using or considering the installation of less efficient resistance electric heating and cooling systems by offering rebates for replacing low-efficiency electric-heating systems with higher-efficiency heat pumps or purchasing high-efficiency equipment for first-time retrofit or new construction installations.

Residential Demand Control - Customer receives $300 towards installation of an RDC under the South Dakota EEP program. We also offer a $300 rebate in Minnesota under CIP and in South Dakota.
