November 2022

South Dakota customers
On November 1, 2022, we filed a request with the South Dakota Public Utilities Commission (SDPUC) to increase our Transmission Cost Recovery Rider, which is part of the Transmission Cost Recovery line on your bill. The proposed change is for bill use on and after March 1, 2023.

Customers may join with 24 others to file written objection to this increase and to request that the SDPUC suspend the rate and hold a public hearing on the filing.

North Dakota customers
On September 15, 2022, we filed a request with the North Dakota Public Service Commission to update our Transmission Cost Recovery Rider, which is on the Transmission Rider line of your bill. The proposed change is for bill usage on and after January 1, 2023. This change is proposed only, and if suspended by the Commission, the new rates will not be effective until the Commission takes action.

If approved, customers can expect the following average monthly bill impacts:

  • Large General Service: $116.03 (from $1.568 to $1.841 per kW)
  • Controlled Service: $0.24 (from 0.067 cents to 0.086 cents per kWh)
  • Lighting: $0.17 (from 0.303 cents to 0.496 cents per kWh)
  • Residential and all other service: $1.13/ $1.53 (from 0.462 cents to 0.575 cents per kWh)

On July 8, 2022, we filed an application with the North Dakota Public Service Commission to implement a new Advanced Grid Infrastructure (AGI) Cost Recovery Rider. We developed the AGI Rider to recover costs associated with Advanced Metering Infrastructure, an Outage Management System, and Demand Response investments.

This proposed rate would be a monthly per meter charge that would go into effect January 1, 2023. Residential customers would see an increase of approximately $1.71 on monthly bills while Large General Service customers would see an increase of approximately $71.76 on monthly bills. This change is proposed only and will not be effective until the Commission takes action.

July 2022

March 2022

North Dakota customers
On March 1, 2022, we filed an application with the North Dakota Public Service Commission to update our Generation Cost Recovery Rider (GCRR) rate. The GCRR rate is included on the Generation Rider line of your bill. We developed this rate to allow recovery of costs associated with Astoria Station, our simple-cycle natural gas combustion turbine. The GCRR also includes a credit for the May 2021 retirement of our coal-fired Hoot Lake Plant. The proposed rate is 2.982% of your bill, a decrease from the current rate of 5.179%. This proposed change is for bills rendered on and after July 1, 2022.

The new rate is proposed only, and, if suspended by the Commission, won’t take effect until the Commission acts. If approved, customers can expect the following average monthly bill impacts from the previous GCRR rate: Residential: (-$1.69 at 1,000 kWh/month), Large General Service: (-$424.97 at 400,000 kWh/month and 1,000 kW/month).

On December 29, 2021, we filed a request with the North Dakota Public Service Commission to decrease our Renewable Resource Cost Recovery Rider Factor, which is the Renewable Rider line on your bill. The Renewable Resource Cost Recovery Rider allows us to recover costs associated with renewable generation resources.

The proposed change to the Renewable Resource Cost Recovery Rider Factor is for usage on and after April 1, 2022. The proposed rate for all classes of service is 7.108% of base charges and credits. The current rate is 11.825%. This proposed update would decrease the charge on base rates by 3.040%, or approximately $3.23 on an average residential customer's bill. This change is proposed only and, if suspended by the Commission, will not be effective until the Commission takes action.   • Residential and all other service: $0.41/$0.55 (from 0.421 cents to 0.462 cents per kWh).
