Minnesota customers
The Minnesota Public Utilities Commission approved a decrease to our Conservation Improvement Program Rider surcharge. Effective with bills rendered on and after October 1, 2020, the surcharge will decrease from $0.00710/kWh to $0.00485/kWh. For more information call 800-257-4044 or visit otpco.com.

September 2020

North Dakota customers
On August 31, 2020, Otter Tail Power Company filed a request with the North Dakota Public Service Commission to update our Transmission Cost Recovery Rider, which is part of the Transmission Rider line on your bill. The proposed change is for bill usage on and after January 1, 2021. This change is proposed only, and if suspended by the Commission, the new rates will not be effective until the Commission takes action. See below for more information. 

If approved, customers can expect the following average monthly bill impacts:

  • Large General Service: ($8.65) (from $1.310 to $1.290 per kW).
  • Controlled Service: ($0.05) (from 0.063 cents to 0.059 cents per kWh).
  • Lighting: $0.08 (from 0.242 cents to 0.330 cents per kWh).
  • Residential and all other service: ($0.04/$0.05) (from 0.425 cents to 0.421 cents per kWh).

June 2020

South Dakota customers
On June 1, 2020, we filed a request with the South Dakota Public Utilities Commission (SDPUC) to increase our Phase-In Rider, which recovers costs from projects that help to ensure we can continue to provide safe, reliable service.

Customers may join with 24 others to file written objections to this increase and to request that the SDPUC suspend the rate and hold a public hearing on the filing.

May 2020

South Dakota customers
On May 1, 2020, Otter Tail Power Company filed for approval of a $0.00031 per kWh increase to the Energy Efficiency Partnership (EEP) Cost Recovery Rider. The EEP Cost Recovery Rider was established on February 1, 2007, to recover the company’s costs of South Dakota energy efficiency investments and education.

March 2020

Minnesota customers
On March 2, 2020, Otter Tail Power Company filed an application with the North Dakota Public Service Commission to update the Generation Cost Recovery Rider (GCRR) rate. The GCRR is part of the Energy and Renewable Adjustment line on your bill. We developed the GCRR to allow recovery of costs associated with Astoria Station, a natural gas-fired electricity generating plant. The proposed rate is 6.041% of your bill, an increase from the current rate of 2.547%. This proposed change is for bills rendered on and after July 1, 2020.

The new rate described in this notice is proposed only, and, if suspended by the Commission, the new rate will not be effective until the Commission acts. If approved, customers can expect the following average monthly bill impacts: Residential ($2.70 at 1,000 kWh/month), Large General Service ($675.85 at 400,000 kWh/month and 1,000 kW/month).

March 2019

Minnesota customers
On November 29, 2018, the Minnesota Public Utilities Commission (MPUC) approved our request to update the Environmental Cost Recovery Rider (ECRR) to 0% of your bill. The previous ECRR rate of -0.935%, implemented November 2017, resulted in an over-refund to customers. The MPUC ordered us to collect the difference through a one-time charge. We’ll include the charge on your March bill. A typical residential customer’s bill will include a one-time charge of $0.64. A typical business customer’s bill will include a one-time charge of $2.06.

On March 1, 2019, Otter Tail Power Company filed an application with the North Dakota Public Service Commission to set the initial rate for the Generation Cost Recovery Rider (GCRR). We developed the GCRR to allow recovery of costs associated with Astoria Station, a natural gas-fired electricity generating plant. The proposed rate is 2.547% of your bill, and we’ll include the cost as part of the Energy and Renewable Adjustment line item on and after July 1, 2019.

The new rate described in this notice is proposed only, and, if suspended by the Commission, the new rate will not be effective until the Commission acts. If approved, customers can expect the following average monthly bill impacts: Residential ($1.96 at 1,000 kWh/month), Large General Service: ($492.67 at 400,000 kWh/month, 1,000 kW/month).

February 2019

January 2019

North Dakota customers

On December 31, 2018, Otter Tail Power Company filed a request with the North Dakota Public Service Commission to increase its Renewable Resource Adjustment, which is part of the Energy and Renewable Adjustment line on your bill. The Renewable Resource Cost Recovery Rider allows Otter Tail Power Company to recover costs associated with renewable generation resources.

The proposed change to the Renewable Resource Adjustment is for bills rendered on and after April 1, 2019. The proposed rate for all classes of service is -0.224% of base charges and credits. The current rate is -1.362%. This proposed update would increase the charge on base rates by 1.138%. This change is proposed only and, if suspended by the Commission, the new rates will not be effective until the Commission takes action. December 2018

Minnesota customers
Starting this month, the Resource Adjustment no longer includes Environmental Cost Recovery Rider (ECRR) costs. The ECRR recovers costs associated with new environmental technologies at our Big Stone Plant that help to meet government requirements. The remaining costs are now included in base rates. South Dakota customers
On June 26, 2018, the South Dakota Public Utilities Commission approved an updated adjustment factor for the Energy Efficiency Partnership (EEP) Cost Recovery Rider. The factor increased approximately 12% from $0.00138/kWh to $0.00155/kWh and is effective with bills rendered on and after July 1, 2018. The table below shows the residential customer impact at different kWh levels.

We’re passing savings from the reduced corporate tax rate to our North Dakota customers by lowering interim rates from 10.44% to 6.79% beginning March 1, 2018. The lower interim rates will remain in effect until the NDPSC determines our new final rates later this year.
