Rebates and Incentives

We offer various rebates and incentive programs to encourage our customers to buy energy-efficient electric technologies and make use of special off-peak rate programs that helps to save energy and money.

To apply for a rebate, submit receipts along with a signed rebate request form (found below). Receipts must include equipment specifications, manufactuer, and model numbers and be turned in to your local Service Representative or Energy Management Representative for processing. Bids and quotes are not acceptable proof of purchase. Some programs have additional documentation requirements.

Rebate and incentive programs are subject to funding limitations and may change without notice.

Customer Rebate Application

 
  • North Dakota Customers

    Air-source Heat Pump

    Higher rebate for 2014

    Receive a $160 rebate per ton of cooling capacity for a qualifying new air-source heat pump installation.

    • Heat pumps must be placed on the Large Dual Fuel, Small Dual Fuel, or Deferred Load Rates and available for control during peak conditions.
    • Rate options permit cycled control (with 15 minutes of control followed by 15 minutes of service each cycle) during the summer season so spaces stay cool.
    • Systems must be labeled as Energy Star or meet qualifying efficiency levels:
      • Split-system installations must have a minimum rating of 14.5 SEER, 8.2 HSPF, and 12 EER.
      • Package terminal (unitary) and rooftop installations must have a minimum rating of 11.0 EER. 
    Water Heating

    Install a new off-peak electric water heater with a minimum 90% efficiency to qualify for a rebate.

    • Receive a $150 rebate when a qualifying electric water heater of at least 50 gallons but less than 80 gallons is installed on a new off-peak service.*
    • Receive a $300 rebate when a qualifying 80-gallon or larger electric water heater is installed on a new off-peak service.*
    • Receive a $150 rebate when a qualifying replacement 80-gallon or larger electric water heater is installed on existing off-peak service.*
    • Commercial installations receive a$20 per kilowatt rebate on a qualified off-peak water heating installation when a minimum of 12 kilowatts and 120 gallons of storage capacity is installed. (A $5,000 rebate limit applies.)

    All systems must be 90% efficient to qualify for a rebate. Standard domestic water heaters must have an energy factor of .90 or greater. Commercial units without an energy factor rating must have a standby heat loss of 290 Btu per hour or less or an R factor of R16 to qualify.

    * Off-peak service includes Dual Fuel, Controlled Water Heating, Deferred Load, and RDC Rates. Another option is direct water-heating control through a firm-service rate, which is eligible for a $4-a-month credit.

    Thermal-storage Heating and Cooling Systems

    Rebates of $40 per kilowatt are available for thermal-storage heating and cooling technologies installed an approved off-peak rate. Rebates are based on the size of the system installed.

    Deferred Load Rate (195/197)
    Qualify for a rebate of $40 per kilowatt for a maximum of 200 kilowatts and $20 per kilowatt for a maximum additional 1,000 kilowatts when a thermal-storage cooling system is installed.

    Fixed Time Of Delivery Rate (301/302/303)
    Qualify for a rebate of $40 per kilowatt for a maximum of 200 kilowatts and $20 per kilowatt for a maximum additional 1,000 kilowatts when either a thermal-storage heating or cooling system is installed.

    Qualifications

    • All rebates require a minimum installation size of 9 kilowatts.
    • Qualified thermal-storage heating systems include thermal-storage central furnaces, room units, underfloor cable or panel systems, and electric boilers installed to serve underfloor heating systems
    • Qualified thermal-storage cooling systems include chilled-water, ice storage, and eutectic salt systems.
    • To qualify systems must have adequate storage capacity to heat or cool the space during the maximum control period allowed by the rate on which it is installed.
    • In combined thermal-storage/air-source heat pump systems this rebate applies only to thermal-storage heating load. Qualified heat pump systems are rebated separately.
    CoolSavings Air-conditioning Control

    When you allow us to cycle your air conditioning system during occassional periods of summer-time peak demand, residential customers may receive a $7-a-month credit and Minnesota commercial customers may receive a credit of $5 per ton of connected cooling load per month from June through September.

    When demand on the electric system is high we may cycle your air conditioner 15 minutes on and 15 minutes off to help manage summer peaks. We use a radio receiver to cycle a central air conditioner or air-source heat pump served through a general service or Residential Demand Control meter.

    • Radio installation is free.
    • Only air conditioners or heat pumps served through a general service or RDC meter may qualify.
    • Window and ductless air conditioners to not qualify.
    • Systems already served through the Deferred Load or Dual Fuel Rates do not qualify for the program
    • Systems must have a disconnect located outside of the the building.

    Customer research shows that participants stay cool and comfortable and aren't aware when their system is being controlled.

  • Minnesota Customers

    DollarSmart Financing

    Qualify for 1.9% financing in lieu of rebates for energy-efficiency improvement projects that are included in our Minnesota Conservation Improvement Program (CIP). 

    • Residential 1.9 percent financing applies to qualifying heat pumps only.
    • Heat pumps installed as replacements to natural gas heating systems do not qualify for financing.
    • Loans may not exceed 80 percent of the project's total cost.
    • Credit approval is required.
    • General household appliances such as refrigerators, ranges, dishwashers, etc. do not qualify.
    • Minimum loan amount is $150.
    • Maximum loan amounts vary by customer type (residential or commercial) and by the type of equipment installed.
    • Loan amount determines term length; maximum term is five years.
    • Interest rate is subject to change without notice.
    • Payments are added to monthly electric service bills.
    • Other terms apply. See DollarSmart Financing program for more details.
    Water Heating

    Commercial Design Assistance Program

    Significant rebates for efficient new construction projects are available through our Minnesota CIP to qualifying building owners, architectural and engineering firms, and developers that participate in an integrated design process that puts energy efficiency at the forefront of plans for new construction.

    • FREE computer energy-use modeling of design alternatives.
    • Reimbursement to your architect and design team for time commitments.
    • Cash incentives based on the extent that your final design exceeds State of Minnesota Energy Code.
    • Review of construction documents to ensure final building plans reflect intended efficiency.
    • Verification of design success.
    • Significant rebates that will offset the cost of more efficient materials and equipment, reduce equipment maintenance and replacement costs, and achieve significant long-term energy and maintenance-cost savings. 

    Project qualifications: Buildings must be at least 5,000 square feet in our Minnesota service area

    Customer type: Otter Tail Power Company commercial or industrial customer

    Initial utility contact: During schematic or early design development

    Required energy savings: 5 percent beyond a baseline building 

    Recommissioning and Retrocommissioning (RCx)

    Changes for 2013!​

    A rebate of 30 percent of an RCx study cost and $400 per KW saved, up to $20,000, are available through our Minnesota CIP to commercial and industrial customers.  Qualifying RCx Lite studies are eligible for a rebate of 50% of the RCx Lite study cost, up to $10,000 per building. 

    • Recommissioning ensures that a previously commissioned building is running at optimal performance. 
    • Retrocommissioning is a process that involves tuning up an existing building that never was formally commissioned after initial construction.
    • RCx Lite is an energy assessment that targets common RCx measures without implementing the full RCx Lite process.  Because of somewhat less stringent data gathering requirements, RCx Lite studies often cost only one-fourth as much as a traditional RCx study, but still save up to 75% as much as the standard RCx process.
    • A detailed building assessment must be completed by a qualified engineering professional.
    • Buildings must contain at least 40,000 square feet of conditioned space to qualify.
    • Otter Tail Power Company must pre-approve all applications to assure rebate funding.
    • Energy cost savings typically are between 5 percent and 20 percent.
    • The benefits of RCx include:
      • A more comfortable facility with fewer occupant complaints.
      • Longer equipment life.
      • Lower energy bills.
    Commercial or Industrial Grants

    Grants are available for eligible conservation and efficiency improvements through our Minnesota CIP to commercial and industrial businesses that complete eligible conservation and efficiency improvements.

    • Grants are calculated based on demand (kw) and energy (kwh) saved.
    • Improvement plans that fit a customer's unique business operation may qualify.
    • Eligible applications include—but are not limited to—air compressors, chillers, process improvements, and heat-recovery systems. Building envelope improvements also may qualify.
    • Caps may apply to incentives paid to customers through the Grants program.
    • Thorough documentation is required for proper evaluation prior to approval. 
    Commercial Refrigeration

    Rebates are available for new and retrofit refrigeration installations, as well as preventative maintenance measures through our Minnesota CIP to commercial and industrial businesses.

    • Qualifying high-efficiency refrigeration technologies include compressor systems, condenser systems, subcooling systems, refrigerated display cases, and air-circulation systems.
    • Rebates are calculated as follows:
      • $25 to $100 per horsepower converted or installed for condensers, compressors, and sub-cooling measures.
      • $20 to $40 per lineal foot of display case.
      • $2 per cubic foot per minute of outdoor air cooling for walk-in coolers.
    • Rebates will not exceed 75 percent of project costs. 
    Commercial or Industrial Lighting Retrofit

    Energy-efficient lighting technology rebates are available through our Minnesota CIP to commercial and industrial businesses that retrofit their lighting systems with qualified products. 

    • Eligible fixtures include low-watt (28 watts per lamp or less) T8 lamps, compact fluorescent fixtures and lamps, efficient HID lighting, induction lighting systems, electronic ballasts, and occupancy sensors.
    • Rebates for most retrofits from T12 fluorescent lighting systems to T8 flourescent lighting systems are no longer available.  Retrofits from T12 to low-watt T8 (28 watts per lamp or less) are eligible for a rebate incentive of $.05 per watt of installed low-watt T8 lighting load.
    • Retrofits from T12 fluorescent to hard-wired LED lighting systems are eligible for a rebate of $.60 per watt reduced.
    • Rebates for most hard-wired systems are 60¢ per watt saved.
    • Rebates for screw-in LED lamps are 20¢ per watt saved.
    • Rebates for conversions from standard T8 linear fluorescent to low-watt T8 (28- or 25-watt) lamps only are 40¢ per watt saved. 
    • Screw-in CFL rebates are 10¢ per watt saved. 
    • All rebates over $4,500 must be pre-approved.
    • Residential customers are not eligible for screw-in LED and screw-in CFL measures under the commercial Lighting program.  Residential customers are eligible for hard-wired retrofit measures provided rebates meet required minimum amounts.
    • Rebates will not exceed 75 percent of project cost.
    New Construction High-Efficiency Lighting

    Energy-efficient lighting technology rebates are available through our Minnesota CIP to commercial and industrial businesses that install qualified efficient lighting in newly constructed buildings.

    • Rebates of $225 per kilowatt are available on hi-bay fluorescent (T8 and T5), ceramic metal halide, pin-based CFL, and screw-in LED lamps.
    • Rebates of $50 per kilowatt are available on low-wattage T8 lamps (28 watts per lamp or less) and pulse-start metal halide fixtures.
    • Hard-wired LED installations qualify for $600 per kilowatt of installed lighting load. 
    • Motion sensors and day lighting controls are eligible for rebates of $200 per kW of connected lighting load.
    Motors

    Rebates from $40 to $4,200 on motors with explosion-proof enclosures and from $30 to $9,000 on other three-phase motors are available through our Minnesota CIP to commercial and industrial customers.

    • Rebates are based on motor horsepower and efficiency.
    • Rebates vary by whether the motor replacement is made at motor failure or before failure.
    • Motors from 1 to 200 horsepower must exceed NEMA Premium efficiency ratings in new applications and for motors replaced at failure. 
    • Motors replaced prior to failure must meet NEMA Premium efficiency.

    Adjustable-Speed Drives

    Rebates of $100 per horsepower for nonseasonal centrifugal applications and $60 per horsepower for seasonal and HVAC centrifugal applications are available through our Minnesota CIP to commercial and industrial customers.

    • ASDs reduce energy use by up to 50 percent, matching motor speed to the requirements of a fluctuating load. 
    Heat Pumps

    Rebates are available on qualified high-efficiency air-source or geothermal heat pumps through our Minnesota CIP to all Minnesota customers.

    • A rebate of $240 per ton is available on air-source heat pumps labeled as ENERGY STAR systems or with proof of the following ratings:
      • Split-system installation with 14.5 or greater SEER, 12.0 or greater EER, and 8.2 or greater HSPF.
      • Package-terminal heat pumps with 11.0 or greater EER.
    • A rebate of $600 per ton is available on geothermal heat pumps labeled as ENERGY STAR or with proof of a qualified minimum COP (coefficient of performance) rating as shown in the table below.

    Appliance Recycling

    Rebates of $50 for recycling inefficient refrigerators or freezers are available through our Minnesota CIP.

    • Only refrigerators or freezers qualify.
    • Units must be 10 to 27 cubic feet and in working condition.
    • Limit of two appliances per year.
    • Appliances must be located at the address listed on the customer account and will be picked up at that location.
    • Customers may call 877-838-1131 to schedule a pick-up time.
    • Rebates are sent six to eight weeks after the appliance is picked up.
    • Program is operated by the Appliance Recycling Centers of America (ARCA). 
    Be Bright Compact Fluorescent Lamp (CFL) Rebates

    Residential customers may receive in-store rebates on ENERGY STAR CFLs and LED Christmas lights through our Minnesota CIP.

    • All participating retailers will offer rebates October 1 through November 30.
    • Certain retailers offer special promotions throughout 2013.
    Residential Insulation Rebates

    Rebates up to $300 per residential customer for home insulation are available through our Minnesota CIP.

    • Customers must have electricity as the primary heat source to be eligible.
    • Rebates will equal 20 percent of the insulation materials and installation costs.
    • Attic bypass sealing and insulation, wall insulation, and air-sealing and weather-stripping work are eligible.
    • Homes with existing attic insulation levels less than or equal to R-20 must install insulation so that the completed total insulation level is R-44 or greater.
    • Wall insulation must have an existing empty wall cavity and an ending R-value of at least R-13.
    • Work must be completed by a certified contractor.
    • Program excludes new residential construction, garages, sheds, and workshops.
    House Therapy

    Home weatherization services are available to low-income customers through our Minnesota CIP.

    • Services are provided through area Community Action councils and agencies.
    • Participants must meet income guidelines.
    • Qualifying customers may be eligible to receive a new efficient refrigerator or freezer.
    • Qualifying customers may qualify to have a new electric water heater installed on off-peak service. 

    Additional energy conservation supplies including showerheads, faucet aerators, pipe wrap, compact fluorescent lamps, and a car timer are supplied to eligible customers. 

  • South Dakota Customers

    Water Heating

    Commercial or Industrial Lighting Retrofit

    Energy-efficient lighting technology rebates are available through the South Dakota Energy Efficiency Plan (EEP) to commercial and industrial customers that retrofit their lighting systems with qualified products.

    • Eligible fixtures include hi-bay T8 and T5 fixtures, high-efficiency metal halide and pulse-start metal halide lamps and fixtures, low-watt T8 lamps only (28 watts per lamp or less), compact fluorescent fixtures and lamps, LED fixtures and lamps, LED exit lighting, and motion sensor lighting controls.
    • Rebates no longer are available for retrofits from T12 fluorescent to T8 fluorescent fixtures. Retrofits from T12 fluorescent to low-watt T8 fixtures (28 watts per lamp or less) are eligible for rebates of $.05 per watt of installed low-watt T8 lighting load.
    • Retrofits from T12 fluorescent to hard-wired LED lighting systems are eligible for rebates of $.40 per watt reduced.
    • Rebates for most hard-wired systems are $.40 per watt of demand reduction.
    • Screw-in compact fluorescent and LED bulb rebates are $.10 per watt of demand reduction.
    • All rebates over $4,500 must be pre-approved.
    • Rebates will not exceed 75 percent of project cost.
    Motors

    Rebates from $40 to $4,200 on motors with explosion-proof enclosures and from $30 to $9,000 on other three-phase motors are available through the South Dakota Energy Efficiency Plan (EEP) to commercial, industrial, and agricultural customers who install qualified new or replacement motors.

    • Rebates are based on motor horsepower and efficiency.
    • Motors from 1 to 200 horsepower must exceed NEMA Premium efficiency ratings in new applications and for motors replaced at failure. 
    • Motors replaced prior to failure must meet NEMA Premium efficiency.
    Custom Efficiency

    Incentives for custom efficiency improvements are available through the South Dakota Energy Efficiency Plan (EEP) for commercial and industrial customers that complete eligible conservation and efficiency improvements.

    • Incentives are calculated based on demand (kw) and energy (kwh) savings.
    • Improvement plans that fit a customer's unique business operation may qualify.
    • Eligible applications include—but are not limited to—air compressors, adjustable-speed drives, chillers, process improvements, and heat-recovery systems. Building envelope improvements may qualify.
    • Caps may apply to customer incentives paid through the Custom Efficiency program.
    • Thorough documentation is required for proper evaluation prior to approval. 
    Heat Pumps
