We've named Matt Olsen and Ben Svobodny to executive team
On December 11, 2025, President Tim Rogelstad announced additions to our executive team.
Matt Olsen promoted to Regulatory Vice President
Matt Olsen will serve as Regulatory Vice President. In this role Olsen will provide leadership, set strategy, and manage all aspects of state regulatory affairs and state and federal compliance activities.
“Matt’s deep understanding of regulatory issues and his commitment to our mission make him an excellent fit for this role,” said Rogelstad. “We look forward to his leadership and vision as he guides the Regulatory team forward.”
Olsen earned his Bachelor of Arts in political studies from Dordt University, Master of Business Administration from the University of St. Thomas Opus College of Business, Juris Doctor from the University of St. Thomas School of Law, and was admitted to practice law in Minnesota in 2010. He began his career at Otter Tail Power in regulatory compliance in 2010, adding managerial responsibilities in regulatory proceedings in 2014 and regulatory strategy in 2021.
Ben Svobodny assumes Information Technology Vice President
Ben Svobodny will serve as Information Technology Vice President. In this role Svobodny will be accountable for the company’s computer systems, applications, networking, telecommunication, cybersecurity, and data privacy. This role is in addition to his role as Information Security and Technology Vice President for Otter Tail Power Company’s parent, Otter Tail Corporation.
“Ben’s technical expertise and collaborative approach are tremendous assets to our organization,” said Rogelstad. “His leadership will be key as we continue to advance our IT capabilities.”
Svobodny has a Bachelor of Arts in education from Concordia College in Moorhead, Minnesota, and received Certified Information Systems Security Professional (CISSP) certification in 2020. He has nearly 25 years of IT experience and began his career at Otter Tail Corporation as a Senior Security Engineer in 2017. Svobodny added IT operations managerial accountabilities at Otter Tail Power in 2021.
