Time-of-Day Pilot 

Save on your bill when you shift your energy use

Our TOD pilot program gives you the opportunity to save on your electricity bill by shifting your energy use to times when the demand for electricity is lower. By enrolling in the TOD rate, you’ll benefit from lower electricity prices during mid-peak and off-peak periods like evenings and weekends. 

How it works 

With the TOD rate, your electricity price depends on when you use energy—not just how much. 

  • Lower rates apply in the early mornings and evenings and on the weekends when fewer people are using electricity.
  • Higher rates apply at the time of day when more people are using electricity, typically midday Monday through Friday. 

Simple changes can lead to savings: 

  • Lower your thermostat a few degrees during the day.
  • Run your dishwasher in the evening.
  • Do laundry on weekends.

How to participate 

Applications for the TOD pilot are closed. 

Qualified Minnesota residential customers were invited to participate in our Time-of-Day (TOD) pilot program. If their application was approved, they received confirmation along with tips and tools to help them make the most of the TOD rate before the pilot began in December 2025.

Eligible rates include our Standard Residential Rate and our Residential Demand Control (RDC) Rate. These are listed on your bill as “Residential Service - M101” or “Residential Demand Control Rate – MA241.” If you’re currently an RDC customer and you participate in this pilot, you’ll no longer experience energy control. Instead, you’ll be able to adjust your energy use for savings based on the time-of-day rates.

The pilot runs from December 2025 through December 2026. When you enroll and are approved, you’ll be part of the pilot for one year. If your circumstances require a change before the year is complete, please contact us and we’ll review available options.

After the pilot ends, you'll continue on the TOD rate unless you let us know you'd like to switch to a different rate. If you’d previously been on the RDC rate and return to the RDC rate, we’ll reset your demand as though you are a new customer.

We’ll notify you if the pilot program is discontinued or becomes a standard rate option.

Monthly minimum bill: Customer + Facilities charge
Facilities charge per month: $3.50

On-peak
Summer: 10.872 ₵/kWh | Winter: 14.465 ₵/kWh

Mid-peak
Summer: 6.591 ₵/kWh | Winter: 7.093 ₵/kWh 

Off-peak
Summer: 3.408 ₵/kWh | Winter: 4.541 ₵/kWh
