North Dakota customers
We filed a request with the North Dakota Public Service Commission to approve two new rate options for certain large customers, effective January 1, 2027, including a Large General Service – Tier II – Time of Day Rate and a Large General Service – Tier III – High Power Compute Rate. These updates also include related changes to our Index, Matrices, and Rider Rate Schedules.
These changes don't affect current electric rates or existing customer bills.

South Dakota customers
On May 21, 2026, we filed a request with the South Dakota Public Utilities Commission (SDPUC) to adjust our Phase-In Rider, which recovers costs from projects that help ensure we can continue to provide safe, reliable, and low-cost service.

On November 3, 2025, we filed a request with the South Dakota Public Utilities Commission (SDPUC) to decrease our Transmission Cost Recovery Rider, which is part of the Transmission Cost Recovery line on your bill. The proposed change is for electricity use beginning March 1, 2026.

On September 15, 2025, we filed a request with the North Dakota Public Service Commission to update our Transmission Cost Recovery Rider, which is on the Transmission Rider line of your bill.
The proposed change is for bill usage beginning January 1, 2026. This rate adjustment is currently a proposal; if the Commission suspends it, the new rates won't become effective until the Commission grants approval.

On August 1, 2025, we filed a request with the North Dakota Public Service Commission to adjust our Metering & Distribution Technology (MDT) Cost Recovery Rider, which is part of the Metering & Distribution Technology Rider line on your bill. This rider allows us to recover costs associated with advanced metering infrastructure and our demand response system.
South Dakota customers
We filed a request with the South Dakota Public Utilities Commission (SDPUC) to approve our new Thermal Market Energy Pricing Rider and associated updates to the Index, Matrices, and Rider Rate Schedules within our Rate Book, effective August 1, 2025.
We also filed a request with the SDPUC for approval of a $0.00053 per kilowatt-hour increase to our Energy Efficiency Partnership Cost Recovery Rider. This rider allows us to recover costs associated with energy-efficiency programs and education for our South Dakota customers.

On January 31, 2025, we filed a request with the South Dakota Public Utilities Commission to update our Small Power Producer Riders, My Renewable Energy Credits (My RECs) Rider, and our Voluntary Rider – Availability Matrix Rate Schedules, effective April 1, 2025.
North Dakota customers
On December 31, 2024, we filed a request with the North Dakota Public Service Commission (PSC) to adjust our Renewable Resource Cost Recovery Rider, which is part of the Renewable Rider line on your bill. This rider allows us to recover costs associated with renewable generation resources.
The rate is proposed to decrease to 0.081% of base charges and credits for the recovery period beginning April 1, 2025. A residential customer using 1,000 kilowatt-hours could see a monthly bill decrease of approximately $1.62 on April 1, 2025. This change would not be effective until the PSC reviews and approves.
