Manager, Regulatory Analysis

Responsibilities

In this role, the Manager, Regulatory Analysis will lead and manage the Regulatory team accountable for the analysis of annual jurisdictional cost of service studies Some examples of activities include:

  • Manage the development and analysis of forward-looking jurisdictional recovery strategies associated with ongoing load, investment, and cost allocation changes.

  • Lead the work team responsible for financial analysis used to determine overall revenue requirements for cost recovery and rate setting in various state cost recovery mechanisms (riders).

  • Manage regulatory filings associated with these cost recovery mechanisms.

  • Analyze issues, participate in strategy development, and provide oral and written testimony in cost recovery filings and general rate cases as appropriate.

  • Monitor activities of state regulatory commissions and other utilities for issues that may impact Otter Tail Power Company.

Qualifications

We’re seeking candidates who enjoy getting into the details, ensuring high quality of output and leading others through complex projects. Some examples of experiences and qualities we’re looking for include:

  • An understanding of economics and theory for electric rate design, revenue requirements determination is required.

  • Must have knowledge of regulatory rules and regulations; governing statues and legal processes; accounting rules and theory for both regulated and unregulated businesses; and analytical skills to build and use spreadsheet models.

  • Excellent persuasive and interpersonal skills to collaborate with regulators and other parties involved in the regulation of the utility industry.

Pricing Analyst

Yard Equipment Operator

Location

Big Stone Plant, near Milbank, South Dakota

Responsibilities

Will manage coal supply and operate and maintain scrapers, dozers, loaders, plant buildings and grounds. Must be able to maintain accurate records. Applicants will be required to complete an aptitude inventory.

Qualifications

Must have a high school education or equivalent. Successful applicant must have or be able to obtain a Class “B” Commercial Driver’s License. Must be able to work in all weather, in confined spaces, and at various heights; capable of lifting up to 75 pounds and wearing a respirator. Experience in the operation and maintenance of heavy equipment is preferred.

Associate General Counsel

Location

Responsibilities

In this role, the Associate General Counsel-Regulatory will advise leadership and management on State and Federal regulatory laws and regulations and to represent the company before our state and federal commissions. Our successful employees ensure that our customers and communities have the power they need for modern life.

Other areas in which the Associate General Counsel will work include:

  • Advise management in business-related matters, negotiate, interpret laws and regulations, and prepare legal documents.

  • Manage activities related to litigation and regulatory matters and provide direction to outside counsel to ensure Otter Tail Power Company’s interests are protected and advanced.

  • Represent the Company before the Minnesota Public Utilities Commission, North Dakota Public Service Commission, the South Dakota Public Utilities Commission, and the Federal Energy Regulatory Commission on rate, compliance, investigatory and energy facility permitting and siting matters.

  • Collaborate with various internal teams including Asset Management on transmission and construction-related agreements, Regulatory to manage briefs, replies and other advocacy filings and Customer Service to advise in territorial disputes, utility franchises, customer service matters, and tribal affairs.

  • Provide counsel relating to land rights, easement acquisition and, as necessary, condemnation. Represent the utility in right-of-way, third-party and company siting/use and other local governmental matters.

  • Facilitate discovery responses, depositions, preparation of motion papers and preparation for trial.

  • Litigate, negotiate, and settle, when appropriate, contested regulatory matters, including general rate cases, other rate recovery proceedings, contested FERC filings, and non-rate related proceedings.

  • Supervise and direct the activities of outside counsel to ensure Otter Tail Power Company receives responsive, cost effective and valuable legal services.

GIS Applications Specialist

Responsibilities

In this role, the GIS Applications Specialist is responsible for the following activities:

  • Develop GIS workflows to add value to existing and new Company processes

  • Design functions and user interfaces for integration between GIS and other systems

  • Automate GIS tasks using programming languages such as Python, JavaScript, etc., as well as GIS API’s

  • Administer the GIS databases/servers to ensure functionality and integrity of the GIS system

  • Serve as GIS technical lead for system integrations

  • Administer education for field employees on data collection efforts including GPS equipment

Qualifications

To be successful in this role a bachelor’s degree in GIS is preferred, or an associate degree/certificate in GIS, or a minimum of three years of experience in GIS. The successful candidate will have experience in GIS database administration and advanced knowledge in ESRI GIS 10.5 or higher, working knowledge of ESRI database and server administration. Programming language experience such as Python, JavaScript, etc., and experience using GIS API’s is preferred.

Electrical Engineer

Location

Fergus Falls, Minnesota - Hybrid remote work opportunities available

Responsibilities

Successful applicant will perform short circuit and arc-flash studies, develop protective device settings, develop relay/control schematics for equipment, prepare/review electric system equipment specifications and provide technical supervision and leadership to electricians and technicians during construction of major substations. Overnight travel to all parts of the Otter Tail Power system is often necessary.   

Qualifications

Senior Electrical Engineer

Qualifications

This is an exciting technical position that includes both technical design and field implementation throughout Otter Tail’s service territory.  The position requires a bachelor’s degree in Electrical Engineering, with an emphasis in power, or comparable work experience in some aspect of substation electrical engineering.  Additional qualifications required for the senior level position include: (1) at least five years of specific design experience with substation equipment and P&C systems, (2) specific experience with design of SCADA systems, and (3) specific experience with substation construction and commissioning activities.  We are looking for a talented team contributor who has excellent communication and interpersonal relationship skills, a demonstrated ability to be resilient by efficiently and timely managing multiple/simultaneous projects, and is detail-oriented.  Our ideal candidate will possess a positive attitude, be a self-starter with independent thinking and have strong problem-solving capabilities.

Electrical Engineer

Location

Responsibilities

In this role, the Operations Engineer studies and monitors the transmission system in real-time and near real-time to ensure safe and reliable operation of the transmission system.

The Operations Engineer will:

  • Build and maintain System Operation’s power system models for the regional transmission system.

  • Perform basic to complex power system studies to develop operating guidelines to support Real-Time Operations, identify power system limitations, optimize network topology, recommend voltage schedules, and support other Otter Tail Power Company efforts.

  • Acquire and maintain a NERC Reliability Coordinator certification.

  • Perform studies to calculate and analyze parameters used in the energy management system.

  • Report Otter Tail Power Company engineering information for electric system modeling to MISO, other regional entities and other companies enabling them to adequately model the Otter Tail Power Company transmission system.

  • Participate and represent Otter Tail Power Company in MISO, the North American Transmission Forum (NATF) and other regional operational planning groups.

  •  Assist in the training of the Power System Operators in the areas of power flows, restoration, and reliability.

  • Act as subject matter expert for various NERC reliability standards.

  • Occasional overnight travel is required.

Minimum Qualifications

Lead Lineman

Location

Responsibilities

Supervise, direct and work with the crew to erect and install, maintain or repair overhead and underground electrical distribution and transmission systems and substations; where necessary, frame and erect poles and attach necessary fixtures and equipment; string, sag and splice conductors (wires) and connect transformer and other equipment; trim trees, replace such equipment as broken insulators, split crossarms, cutouts, ties, faulty clamps or braces; and perform similar replacement or repair work as necessary on routine patrol or to clear up storm damage.  Use electrical instruments, operate hydraulic equipment and work out of an aerial basket. 

Qualifications

Must be a Journeyman Lineman with a diploma from an accredited line worker program or have equivalent experience. Must have an unrestricted interstate commercial driver’s license; positive leadership qualities and show an ability to plan, supervise and work with people and tools; an interest in teaching people working on the crew the lineman trade; thorough knowledge of electric line and underground construction, maintenance and repair; be able to work outdoors in any weather, able to climb, understand the mechanical equipment used in the trade, and have the ability to get along well with others. Journeyman or Apprentice Lineman

Responsibilities

OTP is seeking full-time Journeymen or Apprentice Electrical Line Workers. To begin, these new employees will be temporarily located in the following communities:

  • Rolla, North Dakota

  • Bottineau, North Dakota

These positions will in many cases require moving into another location within the Otter Tail Power Company service territory as those positions become available.

Line Workers’ days vary, and some duties will include maintaining or repairing overhead and underground electrical distribution and transmission systems and substations. They’ll also frame and erect poles and attach necessary fixtures and equipment. They’ll string, sag, and splice conductors (wires) and connect transformers and other equipment, trim trees, replace such equipment as broken insulators, split crossarms, cutouts, ties, faulty clamps or braces, and perform similar replacement or repair work as necessary to clear up storm damage.

Qualifications

We’re seeking candidates who have a diploma from an accredited line worker program and a valid, unrestricted interstate commercial driver's license. Candidates must have knowledge of electric line construction, maintenance, and repair, be able to work outdoors in any weather, be able to climb, have complete knowledge of safety rules and can get along well with others. The selected candidates will be expected to learn to use electrical instruments, to operate hydraulic equipment and to work out of an aerial basket. We also have a comprehensive apprenticeship program designed to develop great journeymen line workers. Any candidate selected will be expected to reside within 17 miles from the headquarters in the assigned location.
