Supervisor, Power System Operators

In this role, the Supervisor, Power Systems Operators will lead a team of Power Systems Operators to ensure all control center operations run efficiently and to the highest standards.

Associate General Counsel

Location

In this role, the Associate General Counsel-Regulatory will advise leadership and management on State and Federal regulatory laws and regulations and to represent the company before our state and federal commissions. Our successful employees ensure that our customers and communities have the power they need for modern life.

Other areas in which the Associate General Counsel will work include:

  • Advise management in business-related matters, negotiate, interpret laws and regulations, and prepare legal documents.

  • Manage activities related to litigation and regulatory matters and provide direction to outside counsel to ensure Otter Tail Power Company’s interests are protected and advanced.

  • Represent the Company before the Minnesota Public Utilities Commission, North Dakota Public Service Commission, the South Dakota Public Utilities Commission, and the Federal Energy Regulatory Commission on rate, compliance, investigatory and energy facility permitting and siting matters.

  • Collaborate with various internal teams including Asset Management on transmission and construction-related agreements, Regulatory to manage briefs, replies and other advocacy filings and Customer Service to advise in territorial disputes, utility franchises, customer service matters, and tribal affairs.

  • Provide counsel relating to land rights, easement acquisition and, as necessary, condemnation. Represent the utility in right-of-way, third-party and company siting/use and other local governmental matters.

  • Facilitate discovery responses, depositions, preparation of motion papers and preparation for trial.

  • Litigate, negotiate, and settle, when appropriate, contested regulatory matters, including general rate cases, other rate recovery proceedings, contested FERC filings, and non-rate related proceedings.

  • Supervise and direct the activities of outside counsel to ensure Otter Tail Power Company receives responsive, cost effective and valuable legal services.

Qualifications

  • At least 10 years experience in and demonstrated knowledge of federal and state regulatory models, regulation of business, economics of regulated (monopoly) industries, energy industry, utility rates and operations, broad understanding of stakeholder and other industry processes combined with an appreciation of the wider political, regulatory and industry environment.

  • Must be licensed to practice in one of the following states: Minnesota, North Dakota, or South Dakota and be able to be licensed in all three of these states within 6 months of hire.

  • D. degree from an American Bar Association (ABA) accredited law school.

Journeyman or Well-Qualified Apprentice Lineman

Location

Hallock, Minnesota

Responsibilities

Successful applicant will maintain or repair overhead and underground electrical distribution and transmission systems and substations; where necessary, frame and erect poles and attach necessary fixtures and equipment; string, sag and splice conductors (wires) and connect transformers and other equipment; trim trees, replace such equipment as broken insulators, split crossarms, cutouts, ties, faulty clamps or braces; perform similar replacement or repair work as necessary to clear up storm damage. Must learn to use electrical instruments, to operate hydraulic equipment and to work out of an aerial basket.

Qualifications

Applicant must have a diploma from an accredited line worker program and a valid unrestricted interstate commercial driver’s license. Must have knowledge of electric line construction, maintenance and repair; be able to work outdoors in any weather, be able to climb, have complete knowledge of safety rules and capable of getting along well with others. Successful applicant will be expected to reside within 17 miles from permanent headquarters in Hallock, MN.

Inventory Applications Analyst

Responsibilities

  • Reconciliation of daily and monthly Oracle Cost Management system to General Ledger.

  • Develop and implement Oracle Cloud and RF Smart enhancements to fully utilize software potentials.

  • Develop a process to minimize manual inventory transactional entry through automation.

  • Schedule and oversee physical inventory count for the inventory locations.

  • Main contact for the process, entry, and managing of inventory transactions.

Qualifications

We are seeking candidates who are motivated, able to multi-task, have an eye for detail and meet deadlines. Excellent time management, communication, and problem-solving skills are a must. Successful candidate must have detailed knowledge of inventory systems, operations, and processes. An associate degree in business, accounting, or related coursework, or equivalent experience is preferred.

Journeyman Lineman or Well-Qualified Apprentice Lineman

Sourcing Manager

Location

Responsibilities

In this role, the Sourcing Manager will lead a team of Sourcing Specialists and direct the work related to the commercial services activity of the company’s core work and long-term construction projects.

The Sourcing Manager will:

  • Lead, manage and develop career skills of the team of Sourcing Specialists.

  • Develop and implement sourcing strategies for OTP leading to the proper procurement of materials and services including – vendor research and selection, bidding methodologies, RFIs, RFQs, RFPs, selection and respective contract development, administration, and follow-up.

  • Manage the network of internal and external relationships related to the sourcing and contracting processes, including vendor negotiations and internal and external legal reviews.

  • Develop and carry-out policy for administering procurement contracts and the contracting process including tools to measure the effectiveness of the sourcing function.

  • Manage and perform Risk Assessments on long-term construction projects.  Evaluate, initiate, and assist Project Managers in procuring proper project insurance, bonding, retainage, and other assurances.

  • Lead large project bid evaluation sessions and pre-sign contract strategy sessions with Subject Matter Experts and Project Managers, formulating appropriate strategies for procurement and methodologies for contracting.

  • Develop and implement strategies for capturing cost savings for purchased material and services and track annual savings gained by the Strategic Sourcing Specialist.

Industrial Services Engineer

Surveyor

In this role, the Surveyor’s data, analysis and reporting will help determine how and where our system is built. While few days will ever look similar in a Surveyor’s career, examples of those activities will include:

  • Obtain survey data for a variety of needs including utility mapping, GIS, substations, volume surveys, hydroelectric dam monitoring, and easement and boundary determination

  • Create preliminary and final design of power lines, overhead and underground, following guidelines of construction standards, engineering, and construction manuals

  • Develop drawings for design, construction, easements, boundaries, volume calculations, highway and railroad crossing permits or other documents as requested

  • Review and revise easements and legal descriptions from the Land Rights department prior to recording

  • Prepare and complete records of real property plats and certificate of surveys in accordance with state statutes

  • Overnight travel within Otter Tail Power’s service industry will be required and can vary from 1-10 days per month

Electrical Engineer

Location

Fergus Falls, Minnesota - Hybrid remote work opportunities available

Responsibilities

Successful applicant will perform short circuit and arc-flash studies, develop protective device settings, develop relay/control schematics for equipment, prepare/review electric system equipment specifications and provide technical supervision and leadership to electricians and technicians during construction of major substations. Overnight travel to all parts of the Otter Tail Power system is often necessary.   

Qualifications

For this position we require bachelor’s degree in electrical engineering, with an emphasis in power or comparable work experience in some aspect of substation electrical engineering. We are looking for a talented team contributor that has excellent communication and interpersonal relationship skills, self-directed time management skills, and working knowledge of the general operation of the electric transmission and distribution systems. Senior Electrical Engineer

Qualifications

This is an exciting technical position that includes both technical design and field implementation throughout Otter Tail’s service territory.  The position requires a bachelor’s degree in Electrical Engineering, with an emphasis in power, or comparable work experience in some aspect of substation electrical engineering.  Additional qualifications required for the senior level position include: (1) at least five years of specific design experience with substation equipment and P&C systems, (2) specific experience with design of SCADA systems, and (3) specific experience with substation construction and commissioning activities.  We are looking for a talented team contributor who has excellent communication and interpersonal relationship skills, a demonstrated ability to be resilient by efficiently and timely managing multiple/simultaneous projects, and is detail-oriented.  Our ideal candidate will possess a positive attitude, be a self-starter with independent thinking and have strong problem-solving capabilities.

Power System Operator

Location

Responsibilities

In the Power System Operator role, the PSO duties include Transmission System Operator and Local Balancing Authority Operator responsibilities.

The PSO must work a rotating 12-hour shift schedule, with strict adherence to the PSO work schedule. Each role has full authority to independently operate the OTP and integrated electrical transmission system and balancing authority in a safe, reliable, impartial manner, while being governed by OTP, MISO, MRO, NERC, and FERC policies and standards.

Qualifications

The preferred applicant would have an Associate of Applied Sciences degree and five years of related work experience, or a bachelor’s degree and three years of related work experience. Education and work experience in roles related to the distribution and transmission of electrical energy are preferred, such as line worker and substation technician. Applicants from other professions will be considered. 

Candidates must possess strong computer, communication, organizational and mathematical skills and understand electrical fundamentals as related to power system operation. The skills and knowledge are required to process dynamic information while solving complex problems.

The successful candidate must obtain NERC System Operator Certification (via examination) within six months of the date of hire and maintain the NERC Certification via continuing education. The successful candidate will be required to establish primary residence within 30 miles of Fergus Falls, MN. Selected candidates will be required to complete a pre-interview assessment.

Service Representative/Lineman

Location

Lake Norden, South Dakota

Responsibilities

Operates the electrical distribution system and serves as the Company representative in the designated group of towns. Installs, removes or replaces meters in customer establishments. Installs and maintains service lines, receiving customer complaints and performing necessary repair work to overhead distribution or service facilities. Works with and cooperates with Line and Service, Division Crews, or other line crews in building and repairing distribution and transmission lines and facilities.

Qualifications

Applicants must be sufficiently qualified as a Journeyman Lineman with a minimum of four years of experience and be able to do necessary emergency repair work. Must have knowledge of electric line construction, maintenance, and repair. Must be able to assume responsibilities for area operations, maintain favorable public relations, and supervise and instruct assistants as necessary. Must have a valid unrestricted interstate commercial driver’s license. Successful applicant will be expected to reside within 17 miles of permanent headquarters in Lake Norden, SD.

Wash Attendant

Responsibilities

Financial Reporting Analyst

The Financial Reporting Analyst helps support our core values and company mission by providing insightful financial statement analysis while maintaining strong internal controls.  

What will be my duties and responsibilities in this job?

  • Ensure accurate and timely reporting of monthly and quarterly results

  • Collaborate with team members to prepare concise variance analysis (e.g., actual results vs. prior periods QTD and YTD) under both US GAAP and Federal Energy Regulatory Commission (FERC) reporting

  • Enhance processes and reporting; recommend and implement procedures to resolve data quality issues

  • Provide active and direct support in SEC filings; assist with drafting of footnote language and other disclosures; provide review and supporting documentation

  • Provide support with internal and external audits and SOX reviews

  • Conduct accounting research on US GAAP and FERC accounting topics as requested and assist with implementation of new accounting standards

  • Resolve complex accounting issues impacting strategic business initiatives and identify potential accounting risk

Qualifications

What are the requirements needed for this position?

  • Bachelor’s degree required – Accounting, Finance

  • Motivated team player that can work in a complex and fast-paced environment

  • Ability to manage numerous deadlines and prioritize workload accordingly

  • Ability to build reports, quickly manipulate data and conduct financial analysis under tight timelines

  • Strong problem-solving and analytical skills, with attention to detail

What other skills/experience would be helpful to have?

  • Prior experience in regulated utility industry operations

  • CPA

  • Strong US GAAP knowledge and awareness of SEC reporting requirements
