Associate General Counsel

Location

Fergus Falls, Minnesota

Responsibilities

This position provides advice to management on State and Federal regulatory statutes, administrative rules, Commission orders and tariff requirements. In coordination with the Regulatory Department, manage briefs, replies and other advocacy filings. Coordinates with Asset Management on transmission-and construction-related agreements and coordination. Advise management on franchise and transmission-related agreements and negotiate the same. Advise and work with Customer Service in territorial disputes, utility franchise, customer service matters and tribal affairs. Interpret laws and regulations, prepare legal documents, negotiate, and advise management in business related matters. This position will participate in other activities to include facilitating discovery responses, depositions, preparation of motion papers and preparation for trial.  Supervise and direct the activities of outside counsel to ensure Otter Tail Power Company receives responsive, cost effective and valuable legal services.

Essential responsibilities

Participates in filings and legal advocacy on behalf of Otter Tail Power Company at the Minnesota Public Utilities Commission, North Dakota Public Service Commission, the South Dakota Public Utilities Commission, and the Federal Energy Regulatory Commission on rate, compliance, (including NERC/MRO), investigatory and siting matters.

Understands rights-of-way and real estate law so as to provide counsel relating to land rights, easement acquisition and, as necessary, condemnation. Represent the utility in right-of-way, third-party and company siting/use and other local governmental matters.

Litigate, negotiate, and settle, when appropriate, contested regulatory matters, including general rate cases, other rate recovery proceedings, contested FERC filings, and non-rate related proceedings.

Manages outside counsel for regulatory and compliance matters.

Manages activities related to litigation and regulatory matters and provide direction to outside counsel to ensure Otter Tail Power Company’s interests are protected and optimized.

Qualifications

J.D. degree from an American Bar Association (ABA) accredited law school

Must be licensed to practice in any of the states of Minnesota, North Dakota or South Dakota

Experience in and demonstrated knowledge of federal and state regulatory models, regulation of business, economics of regulated (monopoly) industries, energy industry, utility rates and operations, broad understanding of stakeholder and other industry processes combined with an appreciation of the wider political, regulatory and industry environment.

Superior excellent technical and legal writing and oral skills, strong research, leadership, negotiation, presentation, and interpersonal skills.

Demonstrated ability for developing and interpreting legal and regulatory contracts and orders, with ability to identify critical and priority issues and define appropriate action.

Ability to manage time and priorities under unexpected or difficult deadlines, and the ability to skillfully represent Otter Tail Power Company in a congenial and constructive manner.

Yard Operator

Location

Coyote Station, Beulah, North Dakota

Responsibilities

Responsible for fuel, slag, and FGD product handling including associated equipment and grounds. Inspect and make minor repairs to coal handling, and FGD Product unloading equipment. Unload FGD Product on scheduled rotation. Will operate and maintain all Plant fleet vehicles and mobile equipment as required. Responsible for snow removal from Company-owned roads, sidewalks, railroad crossings, and switches. Keep record of equipment inspections, operating hours/mileage of fleet vehicles and mobile equipment, lubricants, preventive maintenance and repairs.

Qualifications

Must have a high school education or equivalent. Must be able to learn how to, and be capable of operating Coyote Station yard and heavy equipment, operate coal handling equipment, keep accurate maintenance records, hold a valid driver’s license, and be able to obtain and maintain a Class "B" Commercial Drivers License. Applicant will be required to complete an aptitude inventory.

Electrician

Location

Coyote Station, Beulah, North Dakota

Responsibilities

Will install, inspect, test, clean, troubleshoot, adjust, calibrate, and repair all power plant electrical equipment. Plant electrical equipment includes motor controls, motors, generators, breakers, protective relays, voltage regulators, programmable controllers, UPS systems, DC distribution systems, portable and stationary tools and equipment, and AC electrical distribution systems to include switchgear, cabling, transformers, distribution panels, and utilization equipment. Must perform assignments safely, using good judgment, with a sense of responsibility and have the ability to work well with others. 

Qualifications

Position requires a minimum of two years technical school, with a working knowledge of electrical apparatus and schematics. Must have a valid driver’s license. Must be physically fit, mentally alert and possess good communication skills. Must be physically able to perform all maintenance duties requiring standing, sitting, crawling, climbing, lifting and work in temperature extremes from below zero to above 100 degrees. Applicant will be required to complete an aptitude inventory.

Journeyman or Apprentice Lineman

Location

Crookston, Minnesota

Responsibilities

Erect, maintain or repair overhead and underground electrical distribution and transmission systems and substations; where necessary, frame and erect poles and attach necessary fixtures and equipment; string, sag and splice conductors (wires) and connect transformers and other equipment; trim tree, replace such equipment as broken insulators, split crossarms, cutouts, ties, faulty clamps or braces; perform similar replacement or repair work as necessary to clear up storm damage. Must learn to use electrical instruments, to operate hydraulic equipment and to work out of an aerial basket.

Qualifications

Must have a diploma from an accredited line worker program and a valid unrestricted interstate commercial driver’s license. Must have knowledge of electric line construction, maintenance and repair; be able to work outdoors in any weather, be able to climb, have complete knowledge of safety rules and capable of getting along well with others. Successful applicant will be expected to reside within 17 miles from permanent headquarters in Crookston, MN.

Administrative Assistant

Location

Fergus Falls, Minnesota

Responsibilities

Provide support for multiple areas. This position also provides backup support to areas such as the Idea Center, Customer Service Centers, and the General Office switchboard. Coordinate meetings, schedules, and communications. Identify, research, interpret, and obtain information for economic development consultants to assist with active projects or perspective projects. Prepare and distribute various daily, weekly, monthly reports/meeting notes including dictation/transcription. Serve as purchase card coordinator.

Qualifications

A two-year business or administrative assistant degree or equivalent work experience is required. Must be highly proficient with Microsoft Office applications including Word, Excel, and Power Point. Must have excellent writing, organization, interpersonal communications, work prioritization and data collection skills. Must be able to problem solve and understand information to facilitate compiling and tracking of action items for multiple projects; and adapt to managing multiple data computer systems. Must have the ability to multi-task and meet deadlines. High attention to detail is critical.
