Super Large General Service

Rate codes: 618, 620

This rate schedule is designed to enable the company to respond to potential customers by providing rate quotes and final rates based on a rate formula reviewed by Commission staff.

Application: This rate schedule is applicable to greenfield customers who reasonably demonstrate to the company:

(1) An expected metered demand of at least 25 MW at a single metering point,
(2) An expected load factor of at least 80%, and
(3) An expected annual energy sales of at least 175,000 MWhs over 12 consecutive billing months.

Customers will meet the above criteria to obtain and maintain service on this rate. Customers served on this rate who do not meet the above criteria will be moved to the most applicable rate schedule.

This schedule is not applicable for energy for resale. Emergency and supplementary/standby service will be supplied only as allowed by law. 

The company requires a written electric service agreement (ESA) between the company and the customer. The company will file the customer’s executed ESA as a contract with deviations for Commission approval.

Rate determination: The rate specified in each customer's ESA shall be based upon and reflect either the marginal unit costs expected during the effective rate period or the marginal unit costs plus an appropriate margin determined on a case-by-case basis.

Economic Development Rate Options

Rate codes: MEITA, 690, 691, 692

Minnesota offers an Energy Intensive, Trade-Exposed (EITE) Rider exemption that provides a discount per kilowatt-hour equivalent to the EITE surcharge rate to customer account(s) granted exemption by the Commission from EITE costs pursuant to Minn. Stat. 216B.1696, Subd. 2(d).

The EITE Surcharge Rate is shown below and is detailed in Minnesota rate schedule section 13.09.

South Dakota offers an Economic Development Rate Rider that makes available through a customer's contract a discount from the company's applicable standard tariff (10.03 or 10.05), plus applicable riders. The discount will follow the Commission-approval process.

Application: This rider is applicable to the following:

(i) Greenfield customers with: Expected metered demand of at least 500 kW at a single metering point, and seasonal load factor that is above the seasonal system average load factor and above the seasonal class average load factor corresponding to existing customers under the otherwise applicable standard tariff.
(ii) Existing customers with: Metered demands of at least 1,000 kW that increase measured demand by at least 500 kW at a single new metering point, and seasonal load factor above the seasonal system average load factor and above the seasonal class average load factor under the otherwise applicable standard tariff.

Dual Fuel - Small

This is for permanently connected interruptible heating loads with an alternate fuel backup system that's served with self-contained (typical) metering. You also may include water heaters on this rate when other interruptible load is in use. Heating loads may be controlled up to 24 hours a day and water-heating loads may be controlled up to 14 hours a day. Rate 185 allows for air-source heat pump loads to be cycled 15 minutes on and 15 minutes off during summer control periods.

Dual Fuel - Large

This tariff is for permanently connected interruptible heating loads with an alternate fuel backup system that's serviced by current transformer (CT) metering. You also may include water heaters on this rate when other qualified interruptible load is in use. Heating loads may be controlled up to 24 hours a day and water heating loads may be controlled up to 14 hours a day. The tariff does allow for short-duration cycling of qualified summer-season loads during control periods. To accommodate system controls Option 2 permits up to 5% of off-peak-load use to remain in service during control periods. The penalty provision of the tariff is not intended as a buy-through option.

Deferred Load

This rider is for both residential and non-residential service to any approved permanently connected deferred loads. Such loads primarily are thermal storage, like underfloor heating or central-storage furnaces, and may include water heaters and heat pumps when heat storage is also in use. Loads may be controlled up to 14 hours a day, as measured from midnight to midnight. Optional rate 195 allows for qualified summer-season loads such as a heat pump to be cycled 15 minutes on and 15 minutes off during control periods.

Rate code: 303 (303P—penalty)

This is for permanently connected deferred loads with primary current transformer (CT) metering served at primary voltage. Loads are thermal-storage space heating or cooling and other approved loads. Energy is delivered between 10:00 p.m. and 6:00 a.m. All other hours of electric service are unauthorized and subject to penalty period kilowatt-hour charges. Penalty rates are not intended as buy-through options.

This tariff is available to residential customers on the Residential Service, RDC, or Farm Service Rates; and to commercial customers on the Small General Service Rate (less than 20 kW) and the General Service Rate. Participating eligible commercial customers may receive a monthly bill credit for each ton of connected cooling load.

Central cooling equipment will be cycled on a 15-minute on / 15-minute off schedule. Commercial customer dual stage air conditioners will be allowed to have the first stage run without interruption while the second stage will be shut off for the entire load management period.

Monthly bill credit may be prorated and applies June through September. Air conditioning may be cycled a maximum of 300 hours during the cooling season. During rate reviews an interim rate adjustment may apply to the charges below.
